Meridian Energy Group, Inc. is building the Davis Refinery, a 49,500 bpd high-conversion crude oil refinery, in Billings County, North Dakota, in the heart of the Bakken Formation. The Permit to Construct as a synthetic minor source was issued in June of 2018 by the North Dakota Department of Health and affirmed by the North Dakota Supreme Court on June 30, 2020. Meridian has initiated site preparation and grading at the Davis site and is proceeding with final design efforts. Design and procurement of Davis is ongoing, and field work will resume this coming spring. Depending on weather and supply-chain issues, mechanical completion of Davis will be achieved around the end of 2025, and full commercial operation of the facility will occur in early 2026. Meridian is finalizing definitive agreements for long-term crude supply and refined products offtake for the Davis Refinery.
